This is a 2nd grader (very early in his learning of multiplication) who is practicing the strategy of doubling the product of a known fact to get the answer. This looks like using 2 x 8 to solve 4 x 8, or using 3 x 7 to solve 6 x 7. He certainly could have just memorized the product of 4 x 12. Or he could have learned his skip counts for 12.
